TERMS OF REFERENCE FOR A CONSULTANCY FOR DISSEMINATION OF MEDIA AND PROMOTIONAL CONTENTS AT THE NATIONAL AND LOCAL LEVEL

BACKGROUND

     The Government of Mongolia has been implementing the “Sustainable Livelihoods Program” (SLP), which is funded by the International Development Association (IDA), World Bank Group. Within the broad framework of the Program, the specific project development objective under the current SLP-3 Project is “to improve governance and community participation for the planning and delivery of priority investment in rural areas of Mongolia.” 

     The project comprises the following components: (i) Capacity building for Local Governance and Livelihoods (Component 1); (ii) Good Governance Performance-Based Support Program (Component 2); (iii) Project Management, Monitoring and Evaluation (Component 3). The Project aims to support the implementation of the objectives of the Integrated Budget Law related to good governance by building rural local governments’ and communities’ capacity for local development, and by strengthening regulations and guidelines for the Local Development Fund (LDF). With this background, the SLP-3 focuses on supporting participatory processes and building capacity in the local governments to support successful implementation of the LDF at the soum level in accordance with the provisions of the LDF regulations. Within the framework of this work, there is a need to distribute broadcast contents that have been prepared and will be prepared by existing project communication channels and public channels such as television, radio and social media for local authorities and citizens.

OBJECTIVE OF THE ASSIGNMENT

     The objective of this assignment is to disseminate LDF and SLP3 project related contents that have been prepared and will be prepared in the future,by broadcasting channels such as TV, Radio and the social media pages.

SCOPE OF WORK 

     The contractor will distribute LDF and SLP-3 project related public outreach products such as short videos, stories, reports, news and live broadcasts to the public through minimum three national TV channels, 2 radio channels, and social media pages. The TV and the Radio channels’ coverage should be not less than 500,000 households in the local level.

Detailed tasks and expected outputs: 

•    In accordance with ToR, contractor shall broadcasts contents by at least 3 TV channels (MNB and plus 2 additional TV popular in local), 2 radio channels (national radio and the radio which is broadcasted through nationwide), and LDF and the SLP3 social media pages. 
•    The contents to be disseminated are in audio and video format which have been prepared within the framework of the project and ones that will be made in the future. 
•    Dissemination channels must broadcast in a format that meets the latest standards and requirements of television and radio, with high quality sound and video.
•    Contractor shall offer dissemination prices by contents’ genre unit price. 
•    Contractor shall plan and submit the broadcast schedule to the Project Implementation Unit /PIU/ for 7 days.
•    Contractor shall submit a progress report (including evidences with numbers of audience reach) on the dissemination of contents, once a month.
•    Contractor shall submit the final report on dissemination including evidences with numbers of audience reach.

CONTRACTOR’S QUALIFICATION/SELECTION CRITERIA

•    A suitable candidate should have at least 5 year professional experience in communication and media sector;
•    The candidate shall has the ability to disseminate the contents by television and radio channels with the high access to the target group of the project in soum level, and activate the social network targeting the soum citizens.
•    The candidate shall has the ability to provide proof of numbers of the viewers the broadcasted content has reached.
•    It is an advantage for the candidate to have its own channels that meet the requirements of the channels specified in the terms of reference. 

CONTRACT DURATION AND CONDITIONS:

The assignment is expected to complete in 210 calendar days starting from 1st of April 2023. 
The consultant will be selected in accordance with the World Bank Guidelines “Selection and Employment of Consultants by World Bank Borrowers”, July 2016.
